1. SATAT

News Summary

Supply of Compressed Bio Gas (CBG) initiated from 13 CBG plants under Sustainable Alternative Towards Affordable Transportation (SATAT) initiative.

SATAT:
  • SATAT refers to the Sustainable Alternative Towards Affordable Transportation.
  • The SATAT scheme aims to set up Compressed Bio-Gas production plants and make CBG available in the market for use as a green fuel.
  • ‘ SATAT’, launched on 1.10.2018, envisages targeting production of 15 MMT of CBG from 5000 plants by 2023
  • This initiative holds great promise for efficient municipal solid waste management and in tackling the problem of polluted urban air due to farm stubble-burning and carbon emissions.
  • The use of CBG will also help bring down dependency on crude oil imports and in realizing the Prime Minister’s vision of enhancing farmers’ income, rural employment, and entrepreneurship.

2. AERA bill

News Summary

Airports Economic Regulatory Authority of India (Amendment) Bill, 2021 got approval of both houses of Parliament on 4.8.2021.

AERA bill- Highlights:
  • The bill allows tariff determination of a ‘group of airports’ by way of amending the definition of ‘major airport.’
  • The bill amends the provisions of the law in relation to tariffs for single airports.
  • The intention of the government is to develop not only the high traffic volume & profitable airports but also the low traffic volume of non-profitable airports.
  • The revenue earned by AAI from these airports will be utilized for the development of airports in Tier-II and Tier-III cities. It would help encourage the development of smaller airports.
  • This approach would help in the development of more airports through the PPP route thus, expanding the air connectivity to relatively remote and far-flung areas.

3. Samagra Shiksha scheme

News Summary

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi, has given its approval for continuation of the revised Samagra Shiksha Scheme for a period of five years i.e., from 2021-22 to 2025-26 with a total financial outlay of Rs.2,94,283.04 crore

Samagra Shiksha scheme:
  • Samagra Shiksha is an overarching program for the school education sector extending from pre-school to class 12.
  • It is prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes.
  • It subsumes the three erstwhile Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA), and Teacher Education (TE).
  • The Scheme will be implemented as a Centrally Sponsored Scheme.
The major objectives of the Scheme:
  • Provision of quality education and enhancing learning outcomes of students;
  • Bridging Social and Gender Gaps in School Education;
  • Ensuring equity and inclusion at all levels of school education;
  • Ensuring minimum standards in schooling provisions;
  • Promoting Vocationalisation of education;
  • Support States in the implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009; and
  • Strengthening and up-gradation of SCERTs/State Institutes of Education and DIET as a nodal agency for teacher training.

4. National Commission for Safai Karamcharis

News Summary

941 deaths have been reported since 1993 of people who undertook hazardous cleaning of sewers and septic tanks. Of these, National Commission for Safai Karamcharis (NCSK) has ensured payment of full compensation in 650 cases and partial compensation in 142 by the State Governments.

NCSK:
  • The National Commission for Safai Karamcharis (NCSK) was constituted on 12th August 1994 as a statutory body by an Act of Parliament viz. ‘National Commission for Safai Karamcharis Act, 1993’.
  • With the lapsing of the “The National Commission for Safai Karamcharis Act, 1993” w.e.f. 29.2.2004, the Commission is acting as a Non-Statutory body of the Ministry of Social Justice and Empowerment whose tenure is extended from time to time through Government Resolutions.
  • The mandate of the National Commission for Safai Karamcharis as laid down in the resolution dated 06.03.2013 read with resolution dated 02.03.2009, is as follows:
    1. Recommend to the Central Government specific programs of action towards elimination of inequalities in status, facilities, and opportunities for Safai Karamcharis.
    2. Study and evaluate the implementation of the programs and schemes relating to the social and economic rehabilitation of Safai Karamcharis; and scavengers, in particular.
    3. Investigate specific grievances and take suo-moto notice of matters relating to non-implementation of: –
      1. programs or schemes in respect of any group of Safai Karamcharis
      2. decisions, guidelines or instructions, aimed at mitigating the hardships of Safai Karamcharis
      3. measures for the social and economic upliftment of Safai Karamcharis
      4. the provisions of any law in its application to Safai Karamcharis; and take up such matters with the concerned authorities or with the Central or State Governments
    4. To study and monitor the working conditions, including those relating to health, safety, and wages of Safai Karamcharis working under various kinds of employers including Government, Municipalities, and Panchayats, and to make recommendations in this regard.
    5. Make reports to the Central or State Governments on any matter concerning Safai Karamcharis, taking into account any difficulties or disabilities being encountered by Safai Karamcharis
    6. Any other matter which may be referred to it by the Central Government.
